That does not automatically mean the total cooling time doubles, though. The decisive heat capacity comes mainly from the phase change. Whether the ring was in the fridge or a few minutes in the freezer does not change the basic amount of PCM inside.
The difference is mainly in how it starts:

When ChillNeck sits closer to the skin, heat is transferred more directly and the cooling is usually easier to feel. A very loose ring has less contact and can therefore feel milder.
More skin contact does not automatically mean a longer time, though. Physically, more direct contact can also mean heat reaches the PCM faster. The freshness can then be more noticeable, but possibly also a little shorter.
